SHE WANTS TO SPECIALIZE IN TEACHING SPECIAL EDUCATION. AND IN HER STORY, WHEN SHE WAS TALKING, SHE GOT THE IDEA TO DO IT BY TAKING AN ELECTIVE CLASS CALLED UNIFIED CHAMPIONS. SHE BONDED WITH THE STUDENT. SHE SAID IT CHANGED HER LIFE, AND SHE WANTS TO DO THAT FOREVER. THAT WAS A GREAT STORY. ANOTHER ONE THAT STUCK OUT WAS A YOUNG MAN WHO APPRECIATED THE OPPORTUNITY FOR ASSISTANCE AND GOING TO COLLEGE. HE'S GOING TO GO TO TEXAS STATE. HE'S GOING TO GO INTO LAW ENFORCEMENT. JUST ON THE SURFACE, THIS BODY HAS STRIVED AS THE CITIES AND THIS PART OF... HAYES COUNTY'S LARGEST BUILDER AND LANDOWNER PROJECTS TO HAVE A BASICALLY WHAT'S WHAT FOR LACK OF A BETTER TERM A DEVELOPMENT AGREEMENT WITH THE MUNICIPALITY THAT HAS A LARGE ETJ THAT MOST OF OUR SCHOOLS RESIDE WITHIN AND THEN OF COURSE OUR SCHOOLS THAT RESIDE WITHIN THE CITY AND WE HAVE NOT HAD HAD THAT AND SO WE CREATED A WORKING GROUP THAT HAS SPENT THE LAST THREE MONTHS WORKING DILIGENTLY WITH THE THE MAYOR AND MEMBERS OF THE CITY STAFF. TO FACILITATE THE AGREEMENT THAT IS BEFORE YOU TONIGHT. AND WHAT I WILL DO IS HIGHLIGHT AT A VERY HIGH LEVEL THIS INTERLOCAL AGREEMENT. THERE'S TWO. C IS GOING TO BE THE INTERLOCAL AGREEMENT THAT'S GOING TO BASICALLY COVER BASICALLY OUR BUILDING PROJECTS AND INFRASTRUCTURE PROJECTS. AND D IS GOING TO BE A SPECIFIC AGREEMENT AS PERTINENT TO WILDWOOD SPRINGS ELEMENTARY, OUR PROPERTY IN HEADWATERS, AND A ROAD EASEMENT FOR THE CITY OF DRIPPING SPRINGS FOR A FUTURE PARK THAT WILL BE CONSTRUCTED. SO GOING BACK TO C, WHAT THIS INTERLOCAL AGREEMENT DOES FOR THE SCHOOL DISTRICT IS ESSENTIALLY GOING TO SAVE THE TAXPAYERS A LOT OF MONEY OVER FIVE YEARS. THIS IS A FIVE-YEAR AGREEMENT IN WHICH WE HAVE ESTABLISHED A BASICALLY SITE DEVELOPMENT AND BUILDING PERMIT PROCESSES AND TIMELINES WITH THE CITY OF DRIPPING SPRINGS. IN THAT, THE CITY HAS AGREED TO WAIVE THE BASE FEES FOR OUR PROJECTS, WHICH IS A SUBSTANTIAL SAVINGS TO THE TAXPAYERS. THAT WILL BE DIRECTLY APPLICABLE TO FUTURE, ACTUALLY CURRENT BONDS AND FUTURE BONDS, WHICH IS HUGE. WE WILL STILL REIMBURSE THE CITY FOR ANY EXPENSES THEY HAVE BY WAY OF USING THIRD PARTIES FOR INSPECTIONS WITH A BASE FEE PLUS 20%. EXCUSE ME, NOT A BASE FEE, BUT A FEE OF THEIR EXPENSES PLUS 20% TO COVER THOSE THINGS. BUT THE BASE FEES WILL BE WAIVED, AND THAT IS A SUBSTANTIAL SAVINGS TO THE SCHOOL DISTRICT. IT'S GOING TO REDUCE REQUIREMENTS FOR VARIANCES. THE VARIANCE PROCESS CAN BE LENGTHY. AND SO, YOU KNOW, THAT HAS SLOWED DOWN THE PERMITTING PROCESS IN THE PAST. WE SAW THAT IN THE HIGH SCHOOL NUMBER TWO CHALLENGES THAT WE HAD. A LOT OF THOSE WERE DUE TO VARIANCES, WHETHER IT BE VARIANCES FOR LANDSCAPE ORDINANCES, VARIANCES FOR CUT AND FILL, ET CETERA. THIS DEVELOPMENT AGREEMENT IS GOING TO BASICALLY PREDETERMINE SEVERAL OF THOSE THINGS FOR US. IT ALLOWS THE DISTRICTS AND THE CHIEF OPERATING OFFICER AND OUR DIRECTOR OF CONSTRUCTION TO COLOR WITHIN THE LINES OF THOSE THINGS. IT EXPEDITES THE PROCESS. AND THERE ARE DEFINED WAYS IN WHICH WE WILL RESOLVE PROCESSES THAT MAY FALL OUTSIDE OF THOSE LINES. SO IT'S VERY, VERY BENEFICIAL IN THAT REGARD, TOO. AND AGAIN, THE CITY STAFF WAS IN AGREEMENT TO ALL OF THESE THINGS, WHICH IS OF GREAT BENEFIT. IT'S GOING TO GIVE THE SCHOOL DISTRICT CREDIT FOR OUR WATER CONSERVATION EFFORTS WHEN IT COMES TO POTENTIAL FEES IN LIEU. THAT MAY BE FOR LANDSCAPE. IT MAY BE FOR OTHER VARIABLES. OUR WATER CONSERVATION EFFORTS THAT WE'RE GOING TO HAVE ON CAMPUSES THAT THIS BOARD HAS DIRECTED IS GOING TO SAVE US POTENTIAL FEES IN LIEU, WHICH IS ALSO A HUGE BENEFIT, AND AGAIN, [01:45:01] IT'S A FIVE-YEAR AGREEMENT. AND SO AS A PART OF THE MUTUAL BENEFIT AS IT RELATES TO ITEM NUMBER C AND NOW ITEM NUMBER D OF THE SCHOOL DISTRICT, BY WAY OF THIS INTERLOCAL AGREEMENT, IS GOING TO PROMISE THE CITY OF DRIPPING SPRINGS OVER THE NEXT SIX MONTHS TO CONDUCT ENGINEERING AND PROVIDE AN EASEMENT FOR RATHGABER PARK FOR THE COMMUNITY'S BENEFIT, ESSENTIALLY, AND OBVIOUSLY THE CITY'S USE. AS A PART OF THAT AGREEMENT, WE HAVE ALREADY CONSTRUCTED PHASE 1 OF THIS FUTURE ROAD, AND THAT IS USED RIGHT NOW AS OUR BUS LANE. AND AGAIN, ITEM NO. E WILL BE THE CHANGE ORDER THAT BASICALLY PAYS FOR THAT ROAD IN FULL. THE CITY WILL THEN CONSTRUCT PHASE 2 OF THAT ROAD AT A POINT TO BE DETERMINED IN THE FUTURE. SO THERE'S GOING TO BE A ROAD THERE IN SIX MONTHS. ALL THE DISTRICT IS DOING THROUGH THIS PROCESS IS BASICALLY GRANTING THE CITY AN EASEMENT AT NO COST FOR THEIR FUTURE ROAD THAT THEY WILL CONSTRUCT. SO BASICALLY THE DISTRICT WILL CONSTRUCT PHASE ONE. IT'S ALREADY DONE. THAT IS USED FOR DISTRICT USE AND FOR OUR SCHOOL. PHASE TWO WILL BE FOR THE USE OF THE PARK AND THE PARK ONLY THAT THE CITY WILL CONSTRUCT. AND SO, AGAIN, WE'RE NOT COMMITTING TO BUILDING A ROAD FOR THE CITY. WE ARE GRANTING THEM AN EASEMENT FOR THAT FUTURE ROAD AT NO COST. THIS CHANGE ORDER IS FOR $1,065,717, WHICH BOARD POLICY ALLOWS US TO MAKE CHANGE ORDERS OF 25% FOR THESE TYPES OF CONTRACTS. THIS IS 1.9% OF THE TOTAL. THIS CONTRACT IS THE VAST MAJORITY OF THE CHANGE ORDER IS FOR THE MODIFICATIONS TO THE ROAD THAT TRUSTEE MCCLELLAN WAS TALKING ABOUT EARLIER. SO THOSE MODIFICATIONS ARE THE [01:50:01] BIGGEST PIECE OF THIS. THERE ARE ALSO A FEW OTHER FEES THAT ARE IN THAT. BUT ALSO, IT USES ALL OF OUR CONTINGENCY, ALL OF OUR ALLOWANCES.
