AT BERGER GYM IN AUSTIN. DSISD WILL HOST TEXAS STATE UNIVERSITY'S DR.

KELLY CLEARY ON WEDNESDAY, OCTOBER 29TH FOR AN INFORMATIVE PRESENTATION ON NARCAN USE AND OPIOID ABUSE.

THE PRESENTATION WILL BEGIN AT 6 P.M. AND WILL BE HELD HERE IN THE CENTER FOR LEARNING AND LEADERSHIP. A QUICK REMINDER THAT FRIDAY, OCTOBER 31ST, IS A STUDENT HOLIDAY AND A STAFF WORKDAY.

[4. LEARNING SPOTLIGHT ]

AND WE ARE SO HONORED TO BE HERE TONIGHT TO TALK ABOUT ONE OF OUR FAVORITE FEATURES, THE RSES'S LEARNING GARDENS.

THE LEARNING GARDEN IS MORE THAN JUST A BEAUTIFUL SIGHT FOR THE EYES.

IT IS A PLACE WHERE WE TRULY GROW PLANTS AND STUDENTS.

AND I KNOW THAT WAS AN EASY SETUP, BUT IT'S ACTUALLY NOT EASY WHEN WE'RE THINKING ABOUT WHAT ARE THE WAYS THAT WE CAN GROW EACH ONE OF OUR STUDENTS, THAT WE CAN ENHANCE THOSE LEARNING EXPERIENCES.

WE CAN TAKE MATH, SCIENCE AND LITERACY STANDARDS, AND WE CAN REALLY APPLY THEM IN A HANDS ON WAY THAT THE KIDS CAN EXPERIENCE.

SO WE ARE SO PROUD OF THIS SPACE AT OUR SCHOOL.

IT DOES FEATURE A BEAUTIFUL SUCCULENT GARDEN, A FAIRY ROCK GARDEN OUTSIDE, LOTS OF BIRD FEEDERS, AND WE ARE PROUD TO SAY THAT WE HAVE A STRONG PARTNERSHIP WITH OUR PTA.

AND THANK YOU TO THE 100 VOLUNTEERS THAT ASSIST WITH OUR GARDEN PROGRAM.

WE HAVE A GARDEN BED FOR EVERY SINGLE CLASSROOM.

THAT MEANS EVERY STUDENT AT RSE, PRE-K THROUGH FIFTH GRADE GETS TO EXPERIENCE PLANTING AND GROWING THINGS IN OUR GARDEN.

WE ARE SO PROUD OF THAT AND THANKFUL TO OUR VOLUNTEERS.

IN ADDITION, WE ALSO HAVE A HYDROPONIC GARDEN AND OUR STUDENTS GET TO PARTICIPATE IN THE PLANTING OF FRUITS, VEGETABLES, AND HERBS IN THAT GARDEN AS WELL.

IT'S A BEAUTIFUL PIECE THAT'S FEATURED IN OUR CLNI AND MAKERSPACE, AND I ACTUALLY HAVE OUR FLY HERE TO TALK ABOUT HOW SHE INCORPORATES THE HYDROPONIC GARDEN.

HELLO EVERYONE. I AM [INAUDIBLE], THE PROUD FLY AT ROOSTER, AND I'M GOING TO SEE IF I CAN MAKE THAT CHANGE.

YES. ALL RIGHT, SO THE ROOSTER SPRINGS HYDROPONIC GARDEN WAS FUNDED THROUGH A GRANT ALMOST TWO YEARS AGO BY THE DRIPPING SPRINGS EDUCATION FOUNDATION, AND WE HAVE LOVED IT EVER SINCE WE'VE GOTTEN IT.

RIGHT NOW, WE ARE CURRENTLY GROWING BASIL, WHICH WE ACTUALLY PROPAGATED A FEW WEEKS AGO, BUT WE STILL HAVE CILANTRO, PARSLEY, DILL, AND ARUGULA GROWING. AND THESE AMAZING SIGNS WERE MADE BY SOME OF OUR FOURTH GRADE STUDENTS TO SHOW US WHAT'S IN THERE, WHAT'S GROWING RIGHT NOW. I DID A LESSON EARLIER THIS SCHOOL YEAR THAT INVOLVED ONE OF OUR TEXAS TWO BY TWO BOOKS, WHICH ARE BOOKS THAT THE STATE RECOMMENDS AS THE TOP 20 FOR STUDENTS THAT ARE FROM TWO YEARS OLD TO SECOND GRADE.

AND I ACTUALLY DID READ IT THROUGH FIFTH GRADE.

SO JUST BECAUSE IT'S FOR YOUNGER STUDENTS DOESN'T MEAN IT'S NOT FOR OLDER STUDENTS, TOO. BUT IT WAS CALLED OUTDOOR FARM, INDOOR FARM. AND SO THAT WORKED PERFECTLY WITH WHAT OUR SETUP IS AT ROOSTER, BECAUSE WE HAVE OUR AMAZING OUTDOOR FARM AS WELL AS OUR WONDERFUL HYDROPONIC GARDEN.

AND THERE ARE SOME OF OUR AMAZING THIRD GRADERS WHO HELP PLANT SOME OF THAT BASIL BACK IN SEPTEMBER.

AND IT GREW AND GREW AND GREW SO QUICKLY, WE DIDN'T THINK IT WAS EVEN GOING TO GROW AS FAST AS IT DID.

BUT THAT WAS THE START OF IT. AND IT'S BEEN A REALLY FUN JOURNEY THESE LAST COUPLE OF YEARS TO HAVE THIS GARDEN.

ALL RIGHT. THANK YOU. ALL RIGHT, SO BACK TO THE WONDERFUL WAYS THAT WE INCORPORATE THESE GARDENS INTO OUR LEARNING.

SO I TALKED BRIEFLY ABOUT HOW WE HAVE AMAZING VOLUNTEERS THROUGH OUR PTA.

THEY HAVE THEIR OWN SET OF GARDEN LESSONS THAT THEY COME AND TAKE THE KIDS THROUGH.

RIGHT NOW THEIR FOCUS BEING ON SEEDS. SO WE'RE DOING A BIG LEARNING ADVENTURE ON THE PARTS OF SEEDS AND HOW SEEDS TRAVEL AND THE PLANT LIFE CYCLE.

BUT NOW WE'RE GOING TO MOVE INTO THE PEOPLE WE REALLY WANT TO HEAR FROM, THOSE THAT ARE EXPERIENCING THIS, THE EXPERTS, THIS IS WHAT IT'S ALL ABOUT, OUR STUDENTS.

SO I'M GOING TO START WITH SOME KINDERGARTEN STUDENTS, AND I JUST WANT TO TALK ABOUT SOME OF THE STANDARDS THAT WE'RE ABLE TO TOUCH MORE IN DEPTH WITH THE GARDEN. SO OF COURSE, AGAIN, TALKING ABOUT SEEDS AND THAT PLANT LIFE CYCLE KIND OF WHAT ARE THE NEEDS OF PLANTS.

AT THIS KINDERGARTEN LEVEL, WE'RE REALLY TALKING ABOUT THE DATA AND KIND OF OBSERVATION, RIGHT? BEING THOSE OBSERVERS AND STARTING TO ASK THOSE QUESTIONS.

SO NOW YOU'RE GOING TO HEAR FROM THE EXPERTS IN A NICE UNIT THEY DID ON THE LIFE CYCLE OF CORN.

AND WHEN A PLANT STARTS TO DIE, SOME SEEDS MIGHT FALL OUT.

AND A SEED NEEDS LOTS OF STUFF. IT NEEDS WATER, SPECIAL SOIL, SHADE.

SO THE TEACHER CALLED UP SOME FUN KIDS, AND THEN THE KIDS GOT TO PUT THEM IN ORDER AROUND THE ROOM.

AND THEN THE STUDENTS GOT TO TELL THEM THE RIGHT OR WRONG ANSWER.

AND THEN THE OTHER KIDS GOT TO DO THAT. AND THEN THE TEACHER SAID IF IT WAS RIGHT OR WRONG.

THAT WAS AMAZING. SO STARTING WITH THAT BOOK AND THOSE LITERACY SKILLS OF SEQUENCING, AND THEN AT THE VERY END, THEY GOT TO ACTUALLY PRACTICE WHAT THEY LEARNED AND GO PLANT THEIR SEEDS.

AND I KNOW THEY'VE BEEN MONITORING THE GROWTH AS WELL.

ALL RIGHT. SO MOVING ON TO SECOND GRADE WHERE YOU'RE GOING TO SEE THE STANDARDS HAVE A LITTLE MORE DEPTH.

WE'RE TALKING NOW ABOUT WHAT ARE THOSE ENVIRONMENTAL NEEDS THAT THE PLANTS NEED.

STILL LOOKING AT THAT LIFE CYCLE, WE START TO TALK ABOUT POLLINATORS.

BUT A BIG THING THAT THEY TALK ABOUT IS THE EFFECTS OF WEATHERING AND HARVESTING, AND WHEN PLANTING SEASON IS.

SO SECOND GRADE DID A UNIT ALL ABOUT APPLES. AND THEY WERE ABLE TO ALSO BRING IN LITERACY STANDARDS.

AND THEN THEY ENDED UP DOING SOME FUN STEM ACTIVITIES AND SCIENCE LAB ACTIVITIES AS WELL.

SO I'M GOING TO LET OUR SECOND GRADE EXPERTS TALK.

HI, MY NAME IS [INAUDIBLE] AND WE CRACKED OPEN PODS AND THERE WERE LITTLE BLACK SEEDS IN THEM WHEN WE GOT TO PLANT THEM IN THE GROUND. HI, MY NAME IS [INAUDIBLE] AND WE USE THE MAGNIFYING GLASSES TO SEE IF THERE WAS LIKE CRACKS IN THE SEED SO WE CAN OPEN THEM.

HI, MY NAME IS [INAUDIBLE] AND WE PLANTED THINGS IN OUR POT OUTSIDE IN THE GARDEN.

WE PLANTED BROCCOLI, PURPLE FLOWERS AND TWO HALVES OF A TOMATO.

HI, MY NAME IS [INAUDIBLE], AND I'M HERE TO TALK ABOUT.

AND WE BUILDED AN APPLE TOWER, AND WE USED IT APPLES, TOOTHPICKS AND GLUE. AND WE DID LIKE THIS EXPERIMENT IN OUR APPLES WERE STABLED. HI, MY NAME IS [INAUDIBLE]. AND THIS IS WHEN WE MADE AN APPLE SORBET.

WHEN WE PUT ICE IN A GIANT BAG, AND THEN WE HAD A TINIER ONE THAT HAD APPLESAUCE IN IT, AND WE PUT IT IN THE BAG FULL OF ICE, AND WE SHOOK IT UP FOR FIVE MINUTES, AND THEN IT TURNED INTO TO AN APPLE SORBET, AND THEN IT TURNED FROM A LIQUID TO A SOLID. AWESOME.

AND FUN FACT, THEIR TEACHER ACTUALLY HAS A FAMILY FARM.

SO THEY WERE ABLE TO LEARN A LOT ABOUT THAT AS WELL.

A GREAT WAY TO MAKE THOSE STANDARDS COME TO LIFE.

AND NOW WE'RE TALKING MORE ABOUT TESTING THINGS.

HOW DOES DIFFERENT TYPES OF SOIL AFFECT THINGS AND PLANT HEALTH AND KIND OF REALLY MAKING PREDICTIONS, HYPOTHESIS. GETTING OUT THERE AND BEING THE ONES TAKING THE LEARNING INTO THEIR OWN HANDS.

IT WAS SO EXCITING TO WATCH THIS EXPERIMENT. IT ACTUALLY JUST KIND OF CONCLUDED THIS WEEK.

SO WE WERE ABLE TO GET SOME UPDATED DATA THAT THEY HAVE IN THEIR HANDS HERE.

SO HERE YOU GO, EXPERTS. HI. OH, WAIT.

HI, MY NAME IS OLIVER, AND THESE ARE SOME PICTURES OF US PLANTING ARUGULA SEEDS INSIDE OF OUR HYDROPONIC GARDEN.

YOU SEE, IT DOESN'T LOOK JUST LIKE THE HYDROPONIC GARDEN AT FIRST.

FIRST, YOU NEED TO PUT THE SEEDS INSIDE A WEIRD, MOSSY TEXTURE THAT'S STILL SOLID, BUT ALSO SQUISHY. AND THEN AFTER YOU PUT THE SEEDS IN, YOU WANT TO SPRAY IT WITH A SPECIAL WATER THAT HAS TINY MINERALS IN IT TO HELP IT GROW FASTER. THEN YOU PUT THIS, THE ARUGULA, INTO THE HYDROPONIC GARDEN.

THESE ARE MORE PICTURES OF US ACTUALLY PUTTING THE MOSS INTO THE HYDROPONIC GARDEN.

AND YOU CAN SEE A FEW PEOPLE FROM OUR GRADE ARE PLANTING THEM.

SHE TEACHES US ABOUT THE ENVIRONMENT, PLANTS AND ANIMALS.

WE CAN LEARN. WE LEARNED THESE THROUGH POETRY AND STORY FORM AND WE WATERED OUR

PLANTS AND PLANTED THEM. OUR TESTABLE QUESTION WAS DOES IT MATTER WHAT KIND OF ENVIRONMENT, ARTIFICIAL OR NOT, A SEED GROWS IN. OUR HYPOTHESIS IS YES, THE ENVIRONMENT MATTERS BECAUSE PLANTS NEED THE PERFECT COMBINATION OF WATER, LIGHT, NUTRIENTS AND SPACE TO GROW.

OUR PROCEDURE WAS FIRST, WE PLANTED ARUGULA SEEDS IN THE CEILING OF HYDROPONICS IN THE OUTSIDE GARDEN AND INSIDE USING GROW LIGHTS IN THE SCIENCE LAB. SECOND, WE TOOK PICTURES FOR EVIDENCE OF GROWTH.

OUR MATERIALS WERE SOIL, ARUGULA SEEDS, WATER FROM RAIN COLLECTION, SUNLIGHT, AND ARTIFICIAL LIGHT.

YOU CAN SEE WHEN WE COLLECTED DATA AND AND YOU CAN SEE FOR DAY ONE NOTHING SPROUTED.

AND THEN YOU COULD SEE AS WE WENT. AS THE DAYS WENT ON, THE CEILING AND SCIENCE LAB GREW.

AND THEN OUTSIDE, THE SEEDS GREW. REALLY TOOK A WHILE TO GROW, BUT IT STILL GREW. DAY SIX IN THE OUTDOOR, IN THE OUTSIDE GARDEN, THERE WAS NOTHING. WE DIDN'T KNOW IF IT WAS SUPPOSED TO BE THIS WAY, OR IF SOMETHING WAS WRONG.

IN THE MIDDLE PICTURE, YOU CAN SEE THAT OUR ARUGULA SEEDS ARE STARTING TO SPROUT AND GROWING A FEW LEAVES.

IN THE LAST PICTURE YOU CAN SEE IN THE SCIENCE LAB IS ALSO SPROUTING AND GROWING THE SAME AMOUNT OF LEAVES AS THE CEILING.

FOR DAY 15, THERE WAS STILL NOTHING. WE TRIED THIS NEW THING WHERE WE TOOK LIKE THIS SUCTION CUP THINGY AND IT HAD A SMALL HOLE AT THE BOTTOM. WE REFILLED THE SPRITE BOTTLES WITH WATER AND PUT THEM ON TOP.

THE WATER WILL COME OUT SLOWLY AND IT SHOULD LAST ABOUT THREE HOURS.

THEN THE MIDDLE PICTURE IS [INAUDIBLE] SITTING ON THE DRUMS OUTSIDE.

AND THEN THE LAST PICTURE IS. WELL, THE SECOND LAST IS [INAUDIBLE] HOLDING UP THE SIGN FOR DAY 15.

AND YOU CAN SEE THAT IN THE HYDROPONIC GARDEN, OUR ARUGULA IS GROWING EVEN MORE, AND THE LEAVES ARE FULLY GROWN.

AND THEN THE ONE ON THE BOTTOM CORNER, YOU CAN SEE IT'S ALSO DAY 15 IN THE SCIENCE LAB.

AND IT KIND OF JUST LOOKS THE SAME. DAY 22. THE OUTDOOR GARDEN STILL DIDN'T HAVE ANYTHING. ONE OF US WAS SENT DOWN TO SEE LIKE WHAT WAS WRONG. SO WE DUG UNDER AND WE DIDN'T FIND MUCH SOIL BEFORE THERE WAS HARD ROCK.

SO WE HAD AN IDEA TO PUT SOME BOARDS UP AND REPLANT THEM ON TOP OF THE NEW SOIL.

AND THEN THESE ARE MORE PICTURES OF DAY 22 AND THE HYDROPONIC GARDEN AND THE CEILING NOW YOU CAN SEE IT'S GROWING WAY MORE. AND NOW YOU CAN ACTUALLY IT'S READY TO HARVEST.

AND THEN ON THE MIDDLE PICTURE, THE SCIENCE LAB IS GROWING A LITTLE MORE BUT STILL KIND OF LOOKS THE SAME.

OUR CONCLUSION IS THAT OUR ARUGULA SEEDS THAT WERE PLANTED OUTSIDE HAD POOR SOIL AND INCONSISTENT WATERING. OUR SEEDS IN THE LAB ALSO HAD INCONSISTENT WATERING WITH LIGHT AND WATER.

THE SEEDS PLANTED IN THE HYDROPONIC GARDEN HAD CONSISTENT LIGHT, WATER AND SOIL THAT NEEDED,

AND THEY WERE FLOURISHED.

DISTRICTS ARE REQUIRED EACH YEAR TO PREPARE A FINANCIAL MANAGEMENT REPORT, INCLUDE CERTAIN FINANCIAL DISCLOSURES AND HOLD A PUBLIC HEARING LIKE THIS ONE TO DISCUSS THE RATING. AND AGAIN, THE RATING IS BASED ON PRIOR YEAR AUDITED FINANCIAL DATA, IN THIS CASE THE 23-24 AUDIT.

THESE INDICATORS, NINE THROUGH EIGHT, MEASURE WHETHER REVENUES EXCEED EXPENDITURES, MEASURE LONG TERM SOLVENCY AND THE RELATIONSHIP OF DEBT TO ASSETS.

BROOKE AND HER TEAM RECENTLY COMPLETED THE DISTRICT´S ANNUAL FINANCIAL AUDIT FOR THE YEAR ENDING JUNE 30TH, 2025. AND SHE'S HERE TONIGHT TO SHARE THE RESULTS OF THAT AUDIT.

OKAY. GOOD EVENING. AS RANDY SAID, I AM BROOKE FULLER.

I'M THE SENIOR MANAGER ON THE AUDIT. AND TONIGHT I WILL BE PRESENTING THE RESULTS FOR THE FINANCIAL STATEMENT AUDIT AND FEDERAL SINGLE AUDIT FOR THE FISCAL YEAR OF 2025.

SO BEFORE WE GET INTO THE OPINION, I'LL JUST QUICKLY GO OVER THE AUDIT PROCESS.

SO IT STARTED ALL BACK IN FEBRUARY WHEN WE GOT THE ENGAGEMENT LETTER SIGNED BY THE DISTRICT TO START OUR SERVICES, AND THEN WE CAME ON SITE IN MAY FOR OUR INTERIM FIELD WORK.

AND DURING THAT TIME WE CONDUCTED INTERNAL CONTROL WALKTHROUGH MEETINGS WITH THE DIFFERENT DEPARTMENTS.

AND THEN WE ALSO TESTED THOSE INTERNAL CONTROLS.

SO I WOULD LIKE TO THANK THE FINANCE TEAM FOR HELPING US WITH ALL THIS TEST WORK.

I KNOW WE ASK FOR A LOT, BUT THEY'VE BEEN GREAT.

SO RANDY AND ALEX, I KNOW THEY'RE BOTH NEW, BUT THEY'VE BEEN GREAT THROUGH THIS WHOLE PROCESS.

AND THEN WE CAME BACK IN SEPTEMBER AND DID OUR SUBSTANTIVE TESTING.

SO THAT'S WHERE WE LOOKED AT CASH, INVESTMENTS, RECEIVABLES, CAPITAL ASSETS, LIABILITIES, DEBT. AND WE REVIEWED ALL OF THOSE BALANCES. THEN THAT BRINGS US TO THE END, WHICH IS TONIGHT WHERE WE PRESENT OUR OPINION AND ISSUE THE REPORT.

SO THE PURPOSE OF A FINANCIAL STATEMENT AUDIT IS TO PROVIDE USERS OF FINANCIAL STATEMENTS WITH REASONABLE ASSURANCE THAT THEY CAN RELY UPON THOSE FINANCIAL STATEMENTS TO MAKE INFORMED DECISIONS. THE INDEPENDENT AUDIT IS AN EVALUATION OF THE RELIABILITY OF THE DISTRICT´S FINANCIAL STATEMENTS, NOT AN ASSESSMENT OF ITS ECONOMIC WELL-BEING.

SO THE FINANCIAL STATEMENT AUDIT INCLUDES ACTIVITY FOR THE YEAR ENDED JUNE 30TH, 2025.

SO THE AUDIT DOES NOT OPINE OR COMMENT ON MANAGEMENT'S FINANCIAL FORECAST OF FUTURE FISCAL PERIODS.

SO US AS INDEPENDENT AUDITORS, OUR GOAL IS TO OBTAIN REASONABLE ASSURANCE CONCERNING THE FAIR PRESENTATION OF FINANCIAL STATEMENTS, NOT ABSOLUTE CERTAINTY. SO I'M HAPPY TO ANNOUNCE THAT THE DISTRICT DID GET A CLEAN OR UNMODIFIED OPINION ON THE FINANCIAL STATEMENTS.

THE AUDIT WAS CONDUCTED IN ACCORDANCE WITH THE GENERALLY ACCEPTED AUDITING STANDARDS AND WITH THE GOVERNMENT AUDITING STANDARDS.

AND THIS FULL OPINION CAN BE FOUND ON PAGES 3 TO 5 OF THE ANNUAL FINANCIAL REPORT.

ADDITIONALLY, WE ALSO HAVE AN OPINION ON INTERNAL CONTROL AND COMPLIANCE.

SO THERE IS NO MATERIAL WEAKNESSES IDENTIFIED OR NO SIGNIFICANT DEFICIENCIES.

ADDITIONALLY, NO INSTANCES OF NONCOMPLIANCE FROM MATERIAL TO THE FINANCIAL STATEMENTS WERE NOTED.

AND THIS FULL OPINION CAN BE FOUND ON PAGES 99 THROUGH 100 OF THE REPORT.

SO NEXT I'M GOING TO GO OVER SOME FINANCIALS KIND OF ON A HIGHER LEVEL.

SO THIS IS THE GOVERNMENT WIDE FINANCIAL STATEMENTS.

THE STATEMENT OF NET POSITION. SO THIS IS ESSENTIALLY THE DISTRICT´S BALANCE SHEET.

SO IT PRESENTS EVERYTHING THAT THE DISTRICT OWNS AND WHAT THEY OWE.

SO IT'S GOING TO INCLUDE CAPITAL ASSETS AND THEN ALSO LONG TERM DEBT, NET PENSION AND NET OPEB LIABILITY.

SO THE TABLE IS A LITTLE BIG ON HERE. BUT OVERALL ASSETS DID INCREASE BY 25 MILLION FROM THE PRIOR YEAR.

SO THERE WAS A DECREASE IN CASH AND INVESTMENTS.

BUT THE CAPITAL ASSETS INCREASED QUITE A BIT FROM THE PRIOR YEAR.

AND THAT'S WHAT CAUSED THAT OVERALL INCREASE.

DEFERRED OUTFLOWS STAYED PRETTY CONSISTENT IN ONLY AN INCREASE OF 2 MILLION.

TOTAL LIABILITIES, THOSE INCREASED 3.8 MILLION.

AND THEN YES.

OKAY. BACK WHERE WE WERE. AND THEN DEFERRED INFLOWS ONLY DECREASED A LITTLE BY 800,000.

SO IN RESULT IN THAT POSITION DID INCREASE 24 MILLION FROM 2024.

AND THAT'S A 20% INCREASE. SO THE NEXT SLIDE IS THE STATEMENT OF ACTIVITIES.

ESSENTIALLY THE INCOME STATEMENT. OVERALL ACTIVITY WAS PRETTY CONSISTENT WITH THE PRIOR YEAR.

PROGRAM REVENUE JUST DECREASED JUST ABOUT A MILLION.

BUT THEN GENERAL REVENUE, WHICH INCLUDES THE DISTRICT´S PROPERTY TAXES AND STATE AID, DID INCREASE BY 4.8 MILLION FROM THE PRIOR YEAR.

AND THEN EXPENSES STAYED PRETTY STEADY JUST BY 0.3 MILLION.

OVERALL, THERE IS A $24 MILLION CHANGE IN NET POSITION.

SO GOING BACK TO YOUR QUESTION YOU HAD FOR RANDY, I CAN HELP YOU ANSWER THIS, BUT SINCE THE DISTRICT RECEIVES AND EXPENDS AN EXCESS OF $750,000 OF FEDERAL FUNDS, WE ALSO HAVE TO PERFORM A FEDERAL SINGLE AUDIT.

SO FOR 2025, THE DISTRICT HAD 3.7 MILLION OF FEDERAL EXPENDITURES.

AND WITH THAT, OUR MAJOR PROGRAM WE SELECTED WAS THE SPECIAL EDUCATION CLUSTER.

AS THE ESSER PROGRAM IS BEGINNING TO END. THAT WAS A FEW YEARS AGO.

THE DISTRICT HAD VERY FEW FUNDING TO STILL SPEND IN 2025, SO THAT'S WHY IT WASN'T PICKED UP AS A MAJOR PROGRAM.

AND THEN THIS IS A LITTLE DIFFERENT FOR THIS FISCAL YEAR.

BUT DUE TO THE DELAYED RELEASE OF THE 2025 COMPLIANCE SUPPLEMENT BY THE OFFICE OF MANAGEMENT AND BUDGET, THE DISTRICT´S FINANCIAL STATEMENTS WILL EXCLUDE THE SINGLE AUDIT PORTION AT THIS TIME.

THE COMPLIANCE SUPPLEMENT PROVIDES ESSENTIAL GUIDANCE FOR AUDITORS TO ASSESS FEDERAL PROGRAM COMPLIANCE AND CURRENT DIRECTIVES FROM THE AICPA GAQC.

PROHIBIT THE ISSUANCE OF SINGLE AUDITS FOR FISCAL YEARS ENDING JUNE 30TH, 2025, OR LATER UNTIL THE FINAL VERSION IS OFFICIALLY RELEASED.

SO, IN OTHER WORDS, US AS AUDITORS ARE NOT ABLE TO ISSUE THE SINGLE AUDIT REPORT AS OF TONIGHT, BUT WE WILL BE CHECKING TO SEE ONCE IT'S ISSUED AND WE WILL BE ISSUING IT AT A LATER DATE.

BUT WITH THAT, THERE WAS NO FINDINGS WITH THE SPECIAL EDUCATION CLUSTER PROGRAM.

SO THIS SLIDE JUST GOES OVER THE GENERAL FUND, WHICH IS THE MAIN OPERATING FUND OF THE DISTRICT, AND KIND OF BREAKS DOWN THE DIFFERENT EXPENDITURES.

SO OVERALL THERE'S ABOUT A 4 MILLION INCREASE FROM 2024.

SO TOTAL EXPENDITURES IN THE GENERAL FUND WERE 100.5 MILLION.

INSTRUCTION AND RELATED SERVICES MAKES UP ABOUT OVER 50% OF THE DISTRICT´S EXPENDITURES, WHICH IS TO BE EXPECTED.

AND WE SEE THAT ACROSS ALL THE DISTRICTS WE LOOK AT.

THEN THE NEXT TWO LARGEST AREAS WOULD BE CONTRACTED INSTRUCTIONAL SERVICES AT ABOUT 12%, AND THEN PLANT MAINTENANCE AND OPERATIONS AT ABOUT 9%. SO THIS SLIDE WILL GO OVER THE BUDGET TO ACTUAL SCHEDULE FOR THE GENERAL FUND.

SO IN THE 2024-2025 YEAR, REVENUES OF 98.8 MILLION WERE LESS THAN BUDGETED REVENUES BY 1.2 MILLION.

EXPENDITURES OF 100.5 MILLION WERE LESS THAN FINAL BUDGET EXPENDITURES BY 5.8 MILLION.

SO OVERALL, IN THE GENERAL FUND, FUND BALANCE INCREASED BY ABOUT $500,000, AND THAT RESULTS IN AN ENDING FUND BALANCE OF 49.6 MILLION.

SO THAT IS COMPRISED OF NON SPENDABLE FUND BALANCE, WHICH IS THE DISTRICT´S INVENTORY AND PREPAID AMOUNTS.

THAT WAS ABOUT $800,000. AND THEN ASSIGNED FUND BALANCE TOTALED 9.2 MILLION AND THEN LEFT OVER IS THAT UNASSIGNED FUND BALANCE AT 39.6 MILLION. SO THIS GRAPH JUST KIND OF REPRESENTS MORE OF THE FUND BALANCE AS A PERCENTAGE OF EXPENDITURES IN THE GENERAL FUND. SO YOU CAN SEE THERE WAS AN INCREASE FROM 2024.

AND THEN IT IS TYPICALLY RECOMMENDED THAT A DISTRICT MAINTAINS ABOUT 90 DAYS OF EXPENDITURES IN UNASSIGNED FUND BALANCE.

AND AS OF JUNE 30TH, DRIPPING SPRINGS HAS APPROXIMATELY 143 DAYS IN FUND BALANCE.

SO A VERY HEALTHY GOOD FUND BALANCE. TAE ALSO REQUIRES THAT WE REPORT THE BUDGET TO ACTUAL SCHEDULES FOR THE NATIONAL SCHOOL BREAKFAST AND LUNCH PROGRAM AND THE DEBT SERVICE FUND.

SO FOR THE CHILD NUTRITION FUND, REVENUES OF 4.7 MILLION WERE GREATER THAN BUDGETED REVENUES BY ABOUT $200,000.

EXPENDITURES OF 4.3 MILLION WERE LESS THAN BUDGETED EXPENDITURES BY ABOUT $600,000.

SO OVERALL IN THE CHILD NUTRITION FUND, FUND BALANCE DID INCREASE BY ABOUT 0.4 MILLION, AND THAT RESULTED IN AN ENDING FUND BALANCE OF 1.8 MILLION.

IN THE DEBT SERVICE FUND, REVENUES OF 41.9 MILLION WERE JUST BARELY LESS THAN THE BUDGETED REVENUES BY $9,000.

EXPENDITURES OF 18.4 MILLION WERE LESS THAN THE FINAL BUDGET EXPENDITURES BY ABOUT 40,000, SO OVERALL FUND BALANCE INCREASED BY 23.5 MILLION.

AND THAT RESULTS IN AN ENDING FUND BALANCE IN THE DEBT SERVICE FUND OF 59.3 MILLION.

SO THE NEXT THREE SIDES, I'M JUST GOING TO GO OVER SOME REQUIRED COMMUNICATIONS.

SO THE DISTRICT´S ACCOUNTING POLICIES AND METHODS ARE APPROPRIATE AND IN ACCORDANCE WITH INDUSTRY STANDARDS.

GASB STATEMENT NUMBER 101, WHICH DEALS WITH COMPENSATED ABSENCES, WAS IMPLEMENTED BY THE DISTRICT DURING THE FISCAL YEAR, BUT IT DID NOT HAVE A MATERIAL IMPACT ON THE FINANCIAL STATEMENTS.

THE PREPARATION OF THE FINANCIAL STATEMENTS REQUIRES THAT CERTAIN ESTIMATES AND JUDGMENTS BE MADE BY MANAGEMENT, AND WE CONCLUDED THAT MANAGEMENT HAS A REASONABLE BASIS FOR THESE SIGNIFICANT JUDGMENTS AND ESTIMATES THAT DO IMPACT THE FINANCIAL STATEMENTS.

WE ENCOUNTERED NO DIFFICULTIES IN DEALING WITH MANAGEMENT AND PERFORMING AND COMPLETING OUR AUDIT.

THERE WAS ALSO NO MATERIAL MISSTATEMENTS THAT WE IDENTIFIED BY US THAT REQUIRED MANAGEMENT TO CORRECT.

AND THEN WE HAD NO DISAGREEMENTS WITH MANAGEMENT OVER THE APPLICATION OF ACCOUNTING PRINCIPLES OR MANAGEMENT'S JUDGMENTS ABOUT ACCOUNTING ESTIMATES.

SO I THINK, JESSICA, IF YOU'LL GO BACK, YOU'LL SEE, LIKE WHEN THEY WALKED IN, WE RECENTLY ADDED THINGS LIKE LOCKERS AND TALKING WITH THE STAFF ABOUT THINGS THAT THEY MIGHT THEN EXPERIENCE IN A WORK ENVIRONMENT SO THAT THEY'RE SET UP FOR SUCCESS AND HAVE KIND OF THOSE SIMILAR EXPERIENCES TO WHAT THEY MIGHT HAVE WITH WORK. AND SO THOSE ARE THE TYPES OF DETAILS THAT WE'RE WORKING THROUGH RIGHT NOW.

IS WHAT ELSE WILL THEY EXPERIENCE IN A WORK ENVIRONMENT OR IN A, YOU KNOW, LEARNING LIFE ENVIRONMENT THAT WE WANT TO MAKE SURE ARE INCORPORATED INTO THIS FACILITY? THIS AUDIT, CONDUCTED AS PART OF THE STATE'S SCHOOL SAFETY DIRECTIVES FOLLOWING THE TRAGEDY IN UVALDE, SEEKS TO HELP DISTRICTS IDENTIFY HOW THEY CAN IMPROVE SAFETY FOR STUDENTS, SUCH AS ENSURING EXTERIOR DOORS ARE LOCKED AND DOOR CHECKS ARE LOGGED.

SPECIFIC DETAILS OF THE FINDINGS WILL BE SHARED IN THE EXECUTIVE SESSION WITH THE BOARD AND THE DISTRICT SAFETY AND SECURITY COMMITTEE ON DECEMBER 3RD, 2025. THESE AUDITS PROVIDE US WITH AN OPPORTUNITY TO CREATE A SAFER LEARNING ENVIRONMENT FOR OUR STUDENTS AND STAFF.
